Gubernur Bali Minta Dukungan Pembangunan Bali International Park
Denpasar - Pembangunan Bali International Park yang bakal menjadi pusat Asia Pacific Economic Cooperation (APEC) Summit 2013 diprotes beberapa pihak. Gubernur Bali Made Mangku Pastika pun meminta dukungan kepada masyarakat.

Bali Internasional Park diperkirakan menelan dana sebesar Rp 2,7 triliun. Di lokasi tersebut akan dibangun berbagai fasilitas yakni 21 komplek kediaman para kepala negara seluas 17 hektar, convention center seluas 13 hektar. Dibangun juga fasilitas, diantaranya klinik internasional, galeri, art shop, resort dan hotel.

Namun, pembangunannya mendapat protes dari Wahana Lingkungan Hidup (Walhi) Bali. Ketuanya Wayan Suardana menilai, proyek Bali International Park akan merusak daya dukung lingkungan kawasan Bali Selatan yang sudah dijejali hotel. Bahkan, proyek itu meningkatkan citra Indonesia kepada peserta APEC Summit, tapi mengorbankan keseimbangan lingkungan Bali.

Mendapat protes dari aktivis, Pastika menjelaskan pembangunan Bali International Park digunakan sebagai lokasi APEC Summit 2013 yang akan dihadiri banyak kepala negara serta delegasi. Untuk itu, perlu dibangun lokasi yang luas untuk menampung para kepala negara yang akan menempati satu hotel khusus untuk menginap tanpa bisa dicampur dengan kepala negara lain. Salah satu cara adalah dengan membangun Bali International Park di Nusa Dua.

"Wajar kalau ada pro kontra soal itu. Tapi semuanya sudah on the track," kata Pastika, Selasa (2/2/2011).

Pastika menambahkan, proyek itu sudah sesuai dengan Keputusan Presiden Nomor 29 Tahun 2010 yang ditindaklanjuti dengan Surat Keputusan Menteri Kebudayaan dan Pariwisata No. KM.6/UM.001/MKP/2011 tanggal 11 Januari 2011 tentang pembangunan Bali Intenational Park sebagai lokasi pelaksanaan APEC Summit 2013 di Jimbaran Bali.

Untuk memuluskan proyek itu, Pastika pun meminta dukungan dari masyarakat Bali. "Bali selayaknya berterimakasih mendapat kehormatan sebagai tuan rumah. Apalagi Indonesia kan sekian puluh tahun sekali baru mendapat giliran, dan itu gengsi negara,” kata Pastika kepada wartawan di Denpasar.

Bali News: Obstacles Delaying Bali International ParkThe chairman of the Bali chapter of the Indonesian Association on Tourism (GIPI), Ida Bagus Ngurah Widjaya, told Bisnis Bali on Tuesday, July 19, 2011, the Bali International Park (PIP), comprising a major hotel, villas and conference facility is not, in fact, a pressing requirement for the island’s tourism indusrty.

The project, backed by PT Jimbaran Hijau, has been the source of much debate with those opposed to the project saying it trespasses a gubernatorial moratorium on new hotel development in Bali and ignores information suggesting that Bali's inventory of hotel rooms is oversupplied.

Wijaya questioned whether the development of the  BIP was sufficiently justified on the basis of  Bali’s plans to host the large APEC 2013 Conference, saying the exact number of guests expected to attend that event remains unclear. Pointing to the large amount of conference and accommodation facilities available at the nearby Bali’s Nusa Dua Complex, he thinks it unlikely that the APEC 2013 Conference will exceed in size the World Climate Change Conference held in Bali in December 2007.

He also suggested that not all delegates at major conference demand or require five-star accommodation and that Bali has sufficient rooms, if hotel room supply is viewed on the aggregate.

Given the governor’s introduction of a new hotel moratorium, Wijaya said plans to build the BIP should be reviewed and reconsidered.

Ministerial Support for BIP

Meanwhile, Bali Post reports that Indonesia’s Minister of Culture and Tourism, Jero Wacik, has written to the Regent of Badung asking that the permits and licenses for the BIP be fast tracked.

The Minister’s letter formed the subject of a meeting held on Tuesday, July 19, 2011, between the regional government of Badung and the National Land Agency.

The Minister’s letter dated July 15, 2011, explained that the assets of the project’s developer have been formally transferred form PT Citratama Selaras (CTS) to PT Jimbaran Hijau, removing a legal technicality that has often been cited in the past as the reason for delaying the approval process for the project.

Badung Regency Standing Firm

The regent of Badung, A.A. Gde Agung, has reacted to the Minister’s letter saying he remains steadfast in his original position that the project can only proceed when the transfer of assets is perfectly completed in accordance with the law. According to Agung, this includes the presentation of an authenticated copy of the Land Use Certificate (HGB), adding “this authenticated proof has not yet been presented.”

Commenting further, Agung explained that while PT CTS and PT Jimbaran Hijau operate “under a single flag”, the need to present an authenticated HGB cannot be ignored. While the is a notarial act finalizing the sale of the land from PT CTS to PT Jimbaran Hijau and that document has been given to the regent's office, a notarial act cannot form the documentary basis for the permits being sought by the developer.

“What's clear, in this regard we continue to hold firm to the rules,” explained Agung.

 

 

BIP – Bali International Park Project Defended Against Critics by Provincial Spokesman.

The provincial government of Bali is defending their plans to go ahead with the mega-tourism project - Bali International Park (BIP) – insisting that it is not merely a high-profile prestige project but a necessary part of the development of Bali’s capabilities to address the meeting, incentive conference and exhibition market sector (MICE).

The provincial spokesperson has said the BIP is required as the venue for the Asia-Pacific Economic Summit Conference 2013 (APEC).

Opponents to the BIP project are citing the pre-existing conference centers already in operation in Bali, the over-supply of hotel rooms and the provincial moratorium on new hotel projects the Jimbaran project ignores.

Quoted by Beritabali.com, the spokesman for the province of Bali, Ketut Teneng, said the BIP is not only needed to guarantee the success of APEC Conference but also needed for the future promotion of Bali.

“The construction of the BIP on land covering 250 hectares has been approved by the province of Bali because it does not conflict with the RTRW Zoning law,” explained Teneng.

Obama celebrates 50th birthday at White House
WASHINGTON (AP) — President Barack Obama is expecting at least one birthday greeting when he turns 50 on Thursday.
"By the time I wake up, I'll have an email from AARP asking me to call President Obama and tell him to protect Medicare," Obama joked during a fundraiser in Chicago on the eve of his birthday.
Obama's big birthday comes just days after he reached a deal with Republicans to raise the nation's debt ceiling and avert a calamitous government default. While the mood around the White House hasn't exactly been festive since the deal was reached — Obama didn't get much of what he wanted — there will be plenty of celebration there Thursday for the president's 50th.
Senior members of Obama's staff will toast the president in the Blue Room of the White House Thursday afternoon. At night, he'll celebrate with family and friends, including some coming in from his hometown of Chicago, then cap the festivities with a weekend trip to Camp David, the presidential retreat in Maryland.
An administration official said the Obamas will pay for the president's birthday party at the White House.
For the sake of his re-election campaign, the celebrations started a bit early for the president. He headlined birthday-themed fundraisers in Chicago Wednesday night to rake in money for his campaign and spoke via video conference to supporters holding their own presidential birthday events around the country.
A group from North Carolina sang "Happy Birthday," while another in Ohio held up signs wishing the president a happy 50th.
With the cloud of uncertainty that surrounded the debt debate now lifted, Obama had a wide smile on his face for much of the night. He got another birthday serenade from musicians Jennifer Hudson, Herbie Hancock and the band OK Go, along with the crowd of about 2,400 gathered at Chicago's historic Aragon Ballroom.
At a small dinner for high-dollar donors later in the night, Obama said there would be one very important present waiting for him in back in Washington on Thursday. His oldest daughter, Malia, was coming home from camp to celebrate his father's birthday.
Obama was born Aug. 4, 1961, near the end of the baby boom years of 1946-64. He's the third U.S. president who belongs to the baby boom generation, a population of more than 76 million. Bill Clinton was the first, followed by George W. Bush.
