HSBC apologized for the cash withdrawal issue in London

LONDON – The British bank HSBC has apologized after reports that some customers were prevented from withdrawing large sums of cash from their accounts.

HSBC said that, as part of a policy change put into effect in November, it began asking customers in some instances to show evidence of what they planned to do with large cash withdrawals.
“It is not mandatory for customers to provide documentary evidence for large cash withdrawals, and on its own, failure to show evidence is not a reason to refuse a withdrawal,” the bank said in a statement. “We apologize to any customer who has been given incorrect information and inconvenienced.”

The British Broadcasting Corporation’s Radio 4 reported on its “Money Box” program on Saturday that some customers were not allowed to withdraw amounts above 5,000 pounds in cash, or about $8,253.

The policy change was part of the bank’s efforts to comply with regulations to fight money laundering, which require banks to report suspicious behavior, such as withdrawing large amounts of cash.

For example, banks operating in the United States are required to report cash transactions above $10,000 to the government, as well as transactions that occur under dubious circumstances.

“Cash presents more risk, and in particular financial crime risk, than other payment methods. It also leaves customers with very little protection if things go wrong,” the bank said.

“Therefore, we need to monitor particularly closely movements of cash in and out of the banking system. This is why we ask our customers about the purpose of large cash withdrawals when they are unusual and out of keeping with the normal running of their account.”

Two years ago, HSBC agreed to pay a record $1.9 billion to settle charges by authorities in the United States that the bank had lax controls against money laundering and allowed hundred of millions of dollars of suspicious transactions by customers in Mexico and other nations, including drug proceeds.

As part of the settlement, the bank pleaded guilty to violating several laws in the United States, including the Bank Secrecy Act, but avoided criminal prosecution.

“Asking the right questions, protecting our customers and reducing the risk of money laundering, fraud and other crimes, means we are doing the right thing and fulfilling our responsibilities as a bank and to society at large,” the bank said.

HSBC Holdings Plc (HSBA), Europe’s largest bank, may be overstating its assets by as much as $92.3 billion and need to raise capital, according to analysts at Forensic Asia led by Thomas Monaco.
Loan loss reserves, tax assets and pension plan assets at the London-based bank are “questionable,” Monaco and Andrew Haskins wrote in a note to clients on Jan. 14, rating the bank a sell. The firm may need as much as $111 billion of capital, they wrote. HSBC spokeswoman Heidi Ashley declined to comment.
New Basel III rules on capital, “coupled with asset valuation concerns, lead us to conclude that HSBC’s stated capital ratios are substantially weaker than the group would have investors believe,’ the analysts wrote in the note.
Chief Executive Officer Stuart Gulliver in November said the lender was optimistic amid a broadening economic recovery. He said in May that he will cut an additional $3 billion of expenses after beating an earlier target with the closing or sale of 60 businesses and the elimination of 46,000 jobs since the start of 2011.
Out of 46 analysts surveyed by Bloomberg, 25 rate HSBC a buy, 18 a hold and three a sell. The Daily Telegraph reported the note earlier today.

BI Says HSBC Needs Approval to Divests Stake in Bank Ekonomi,
TEMPO.CO, Jakarta - Bank Indonesia had requested that HSBC Holdings Plc asks its permission before divesting the latter's stake in PT Bank Ekonomi Tbk (IDX: BAEK). BI Governor Agus Martowardojo said that a shares release must be done only with the central bank's permission.
"If a bank is planning to do a corporate action then it must seek BI's permission. The central bank will then assess the plan," Agus said in Jakarta, June 3.
Agus explained that potential investors must know that BI will be imposing new rules related to the share ownership of banks. National banks whose shares are owned by local or foreign investors would have to conform to the maximum limit of share ownership.
The maximum limit is set at 40 percent for shareholders from banks and non-bank financial institutions, 30 percent for shareholders from non-legal entities of financial institutions, and 20 percent for individual shareholders.
For shareholders coming from banks' financial institutions, they can have more than 40 percent stake in a commercial bank, but only with BI's approval and supervision.
As reported by Reuters on May 31, HSBC Holdings is considering the option to divest 98.94 percent of its stake in Bank Ekonomi. This statement was delivered by HSBC in response to the request confirmation by the Indonesia Stock Exchange (IDX) following the market speculation.
HSBC bought 88.9 percent stake in Bank Ekonomi from the Wings Group for US$607.5 million in October 2008. In August 2009, HSBC bought another 10 percent stake from the public for $71.6 million.
HSBC President Director Stuart Gulliver said the bank has released its stake in 50 firms because the business units were considered non-profiting.
"Indonesia is one of the 22 countries that become HSBC's business priority," he told Reuters

Queen Elizabeth is passing the baton to the next generation

Prince Charles - historic step closer to a new king
Her Majesty to hand duties over to Prince Charles in an historic job share which experts say marks a gentle succession

It is being dubbed the “gentle succession” – as the Queen gradually begins to relinquish some of her traditional duties as monarch.

As she approaches her 88th birthday in April after almost 62 years on the throne, she has agreed to hand over part of her workload in a historic “job-share” arrangement with Prince Charles.

In a royal first, he will be taking on more head of state-style responsibilities as

the Palace starts to make tentative plans for his eventual succession.

Courtiers yesterday described the softly-softly move as “wise” – and “just plain common sense”.

The first sign of the partial power transfer will be the merging this week of the Queen and Charles’s press offices.

In future any announcements concerning the monarch and her 65-year-old

eldest son will now come from the same source. Palace sources insist the switch will be entirely seamless.

Princes William and Harry will also play their part in the new set-up, with both assuming far more responsibility since they relinquished their military roles.

One aide said: “This is about passing the baton to the next generation.

“The Prince of Wales’s diary is chock-full. Even he realises with the best will in the world he can’t go on like that.

“This is not going to be a sudden shift. It is a gradual process which will be borne out over the next few years.

“It’s a gentle succession.

“It’s important to note that the Queen is still working very hard. Every day you see her with the red box of Government papers and giving audiences.

“Charles will be doing less of his campaigning and the things he likes to do and more of the head of state role.

“While the Queen is still in excellent health, she is inevitably becoming a little more frail because of her age. Charles and Camilla will be doing much more of the public work on her behalf.”

Her Majesty is already the oldest ever British monarch and will soon overtake Queen Victoria’s longest-serving record of 63 years.

But it was stressed yesterday that the changes do not mean she is planning to take a back seat.

The Mirror can exclusively reveal she and Prince Philip will go to Rome later this
year for a visit that was postponed in 2013.

They will also visit Normandy, along with Charles, this summer to commemorate the
70th anniversary of the D-Day landings.

The merger of Palace press offices is likely to see Charles’s new spin doctor, the
highly respected former tabloid reporter and BBC Head of Communications Sally Osman at the helm of the new operation

A senior insider said: “It is expected that she will be Press Secretary for both main players – The Queen and the Prince of Wales.”

The fact that the Queen’s age is being widely discussed in senior circles was made clear in an award made in the New Year’s Honours List.

There was a second knighthood for her private secretary, Sir Christopher Geidt – for “a new approach to constitutional matters... [and] the preparation for the transition to a change of reign”.

Charles, who swore to be his mother’s “liege man in life and limb” just like his dad Prince Philip, is being her back-up should she need him.

But there is one area where the prince will not be joining in – her weekly
briefings with the Prime Minister.

One former member of the Royal Household believes this would be a step too far. He said: “Those meetings have to be strictly private. A change for the PM to unburden himself without fear of favour. No notes are taken, there are no minutes. It is strictly off limits.”

The source added: “The problem for Charles is, unlike with the Queen, some ministers could see fit to leak the contents of these meetings and suggest that the prince is becoming ‘too political’.

“However that is not the case, he is within constitutional rights. His role as heir to the throne is today purely formal – although he maintains the right ‘to be consulted, to encourage and to warn’ Her Majesty’s ministers via regular audiences with the PM and the ministers themselves.”

Another royal source said it was widely expected that the Queen would no longer be going on long-haul flights to distant lands on diplomatic missions.

But he said she would not be giving up on key royal engagements altogether – even if they did involve a fair bit of travelling.

The involvement of other royals in the revamped system is also being seen as an important factor.

In the modern media world they – the younger generation of William, Kate and Harry – naturally steal most of the headlines.

But it is no accident both William and Harry have quit their roles as helicopter pilots to focus more on their royal duties – although Harry has, of course maintained his position as a captain in the Household Cavalry.

The source said: “What you are seeing, albeit very subtly, is a monarchy in transition. The participation of all the players, particularly Charles and William, is crucial in making things work.”

He revealed: “There are a few noses out of joint – particularly the Queen’s other children, most of all Prince Andrew – who all think they have a part to play.

Queen Elizabeth II in her coronation crown, 1953. Known as St Edward’s Crown, it was made in 1661 for the coronation of King Charles II, and is reputed to contain gold from the crown of Edward the Confessor. It is set with 444 precious stones. (Photo by Hulton Archive/Getty Images)

“But Charles has always believed that a slimmed-down, more cost-effective Royal Family is the best way forward for the 21st century and beyond.”

Bali Hotels Association Extends Its Condolences - Jan 07, 2014

Bali, 6 January 2014 --- Bali Hotels Association would like to express its sincerest condolences to the family of Noelene Gay Bischoff and her daughter Yvana Jeana Yuri Bischoff from Australia following their tragic deaths on the island this past weekend.

“Our heartfelt prayers are with the family and friends of Noele and Yvanna during this sad situation, which is being handled by the local police,” commented Alessandro Migliore, chairman of Bali Hotels Associations.

“Bali has always had a very special bond with Australia as a close neighbor and friend.  Our association has been at the forefront of promoting the island to the Australian market and we have always strived to help travellers enjoy Bali and all that it has to offer,” added Jean-Charles Le Coz, Vice Chairman of Bali Hotel Associations. "We are confident that the investigating authorities will soon be able to ascertain the cause of death,” he continued.

Health authorities in Bali are investigating the sudden deaths of an Australian woman and her teenage daughter.

Queenslander's Noelene Gay Bischoff and her daughter Yvana Jeana Yuri Bischoff booked into a Bali resort on Friday and contacted staff for help hours later after falling ill.
Police say that the 54-year-old mother died on route to the Bali International Medical Clinic (BIMC) and her 14-year-old daughter also died a short time later.
It is suspected that the pair may have suffered food poisoning but staff at medical clinic would not say if they knew the cause of death.

Resort holiday turns into tragedy

Police sources in Bali say Ms Bischoff, a Sunshine Coast health professional, and Yvana had checked in to their beachfront resort on Bali's east coast on Friday.
Early on Saturday morning Yvana asked staff at the Padang Bai Beach Resort for help, telling them she and her mother had fallen sick.
The pair were taken by private ambulance to a nearby medical centre, but about 1:45am (local time) the mother died, according to local sources.
The Penta Medica Clinic at Karangasem has confirmed it treated the teenage girl before sending her to BIMC in the Balinese capital of Denpasar, where she later died.
It is understood Ms Bischoff died on the way to the Karangasem clinic.
"Checking the scene, we found lots of medicine," a local police source told AAP.
"We can't confirm the cause of death yet."
Another senior local police source said the treating doctor at the first clinic suspected a food allergy.
"What kind of food, we don't know," he said.
"All the medicines are from abroad.
"The vomit and medicines have been taken to [a] forensic laboratory."
DFAT says the Australian Consulate-General in Bali is liaising with local authorities and the government is providing consular assistance to the family in Australia.
"Our condolences are with the family and the family have asked that their privacy be respected during this difficult time," said a DFAT spokesperson.
"The Australian Consulate-General in Bali is liaising with local authorities and we are providing consular assistance to the family in Australia."
Their bodies are now at Sanglah Hospital awaiting autopsy.

Australian pathologists will perform an autopsy on the bodies of a Sunshine Coast mother and daughter who mysteriously died in Bali on Saturday, after Indonesian authorities honored the family's request to have the bodies flown home.
Noelene Bischoff, 54, and her daughter, Yvana Jeana Yuri Bischoff, 14, died less than a day into their 15-day Bali holiday.
"We want the truth," Keryn Bischoff, Nolene's sister-in-law, said.

Dr Ida Bagus Putu Alit, the head of the forensics department at Denpasar's Sanglah Hospital, said he had tested samples of vomit taken from the Bischoffs' hotel room but had not yet received the results.
“I still have not ruled out the fish or anything seafood that may have caused the deaths,” he said.
He received the bodies on Saturday morning and an external examination showed that Noelene and Yvana both had a small amount of blood in their mouths and white foam coming from their mouths and nostrils.
“We found no signs of any violence or injuries,” he said.
Virgin Airlines has offered to return the bodies of Noelene and Yvana to Queensland free of charge, as well as return flights for family members.
